About Perlow

Gary Perlow serves as the Managing Partner for the firm's Mid-Atlantic Region including the Baltimore, Bethesda, Boston and Tyson's Corner offices. Specializing in the federal New Markets Tax Credit (NMTC) Program, he is a member of the firm's Tax Credit Advisory Services Group and Commercial Real Estate Industry Practice. Perlow has been with the firm for more than 20 years, working with federal, state and local agencies in all areas of real estate, community and economic development and finance, including the various tax credit programs, tax exempt bonds, and credit enhancement programs.

Gary specializes in advising not-for-profits, developers, community development entities (CDEs), syndicators, investment bankers, financial intermediaries and investors on evaluating investment opportunities, preparing CDE and NMTC applications and structuring equity sources, financing options and investment alternatives.

In the NMTC Program arena, Perlow has worked closely with the Community Development Financial Institutions (CDFI) Fund, CDEs, National NMTC Coalition and other groups connected with the Program since its inception in December 2000. He was chosen by the CDFI Fund to participate in its national industry roundtable committee, which assisted the Fund in evaluating its asset management, compliance and monitoring requirements under the Program.

Perlow is recognized nationwide as an industry leader in the NMTC industry and is a frequent speaker at NMTC conferences. In addition, he has published numerous articles on the subject. He has acted as a sounding board to the CDFI Fund in the development of the NMTC Program and also assisted the newly formed NMTC Coalition with the design of various prototype investment models utilizing the credit for both training and investor presentations.
