Baltimore’s neighborhood civil defense block captains became more influential than local antinuclear activists in Baltimore’s 1963 revolt against civil defense. In the same way that neighborhood activists and community associations revolted against freeway plans that would have destroyed their neighborhoods, local civil defense volunteers revolted against the program as it became more militarized in the early 1960s.
