Law Professor: State's Foster Care System is Vulnerable

In an op-ed in The Baltimore Sun, University of Baltimore School of Law Professor Daniel Hatcher says Maryland's foster care system is facing a critical shortage of resources, to the point where agencies are claiming monies that are owed to children in the system.
"It's almost out of a Charles Dickens novel—forcing orphaned and disabled foster children to pay for their own care," Hatcher writes. "Other states have engaged in this practice regarding Social Security benefits, but the fact that other states may be engaged in bad policies does not make it OK for Maryland."
Hatcher says he supports proposed state legislation that would better protect foster children, and encourage their financial independence once they age out of the system.
