Jeffrey Ian Ross, professor of criminal justice in the University of Baltimore's College of Public Affairs, is quoted in an article in The Baltimore Sun about the role played by gangs in getting the city past a period of civil unrest. He also appeared on MSNBC, discussing the same topic and answering larger questions about the causes of the large number of Americans behind bars.
"Any solutions to quelling the violence and to restoring a sense of normalcy and to building a better city will require the participation of blocs of power players. And gangs are one of them," Ross said.
