A Message from Dean Roger Hartley

We believe that public service is the highest of callings, and an opportunity to spend a fantastic career improving lives.
Roger E. Hartley Dean, College of Public Affairs
Mt. Vernon at Night

Welcome to Maryland’s Most Comprehensive College dedicated to Public Service!

I am pleased to welcome you to Maryland’s most comprehensive, diverse, and engaged college of public service.  Whether you are a prospective or current student, faculty member, staff member or community partner, you will find on this site exciting education programs and engagement initiatives that seek  to solve real world problems facing Baltimore, our nation, and the beyond!

The University of Baltimore is a fantastic place to study public affairs! In collaboration with university and community partners, UBalt’s College of Public Affairs is a community dedicated to improving the lives of others. Our students learn from internationally known scholars, award-winning teachers and public servants who help students gain practical experience and find new pathways toward rewarding careers.  Our students come from backgrounds that are rich in experience and diversity. It is a learning environment that is captivating, exciting and accessible to working adults.

At UBalt CPA, we value career focused education that is professional, inclusive, practical and problem solving at a time where expanding the skills of government and nonprofit leaders could not be more important.  Our location in Baltimore, Maryland’s largest city, provides our students with a “built-in” laboratory, with opportunities to put theory into practice and create change right outside our doors.  Our doorways lead farther than Baltimore.  At UBalt CPA, you may take in person, hybrid, and online courses.  You will likely also find yourself in cutting-edge courses where the classroom includes in-person and online students, SIMULTANEOUSLY.

I invite you to explore our website and our educational offerings which include 9 graduate degrees, 6 undergraduate degrees, 8 graduate certificates and additional continuing education programs (that may help you earn credit toward a graduate degree).  You will find these programs within three distinct schools:

  • School of Criminal Justice
  • School of Health and Human Services
  • School of Public and International Affairs.

The college is also home to three award-winning public service centers: the Center for Public Safety Innovation, Center for Advancing Prevention Excellence, and the Schaefer Center for Public Policy.  UBalt CPA is also home to the award-winning Second Chance program and the NextGen Leaders in Public Service program, which has provided over 350 paid internship experiences to students in sites all over Maryland.

At UBalt CPA, we believe that public service is the highest of callings and an opportunity to spend a fantastic career improving lives. As dean, I want to warmly welcome you and offer our help.

Please reach out if we can be of service.

-Roger E. Hartley, Ph.D., dean, College of Public Affairs
