Former Baltimore County Administrative Officer and University of Baltimore Alumna Stacy L. Rodgers Joins University of Baltimore's Schaefer Center for Public Policy

Stacy L. Rodgers, M.P.A. '99, former Baltimore County Administrative Officer, will serve as an executive in residence with The University of Baltimore's Schaefer Center for Public Policy. In this role, Rodgers will support aspiring public servants in the center's NextGen Leaders for Public Service Program through mentorship and co-curricular activities; serve as a guest lecturer in the center's training programs; and identify new partnerships and research opportunities for the Schaefer Center and UBalt's College of Public Affairs.
With a distinguished career in public administration, Rodgers brings more than 30 years of leadership experience at the federal, state, and local levels of government. Her deep expertise in strategic planning, program innovation, and results-based management will play a pivotal role in advancing the Schaefer Center's mission.
In her most recent role as County Administrative Officer for Baltimore County, Rodgers was responsible for the day-to-day operations of Maryland's third-largest jurisdiction, overseeing a workforce of more than 8,000 employees and managing a multi-billion-dollar budget. She is credited with implementing critical reforms that streamlined services, increased operational efficiency, and enhanced public engagement.
Previously, Rodgers held senior leadership roles at the federal and municipal levels, including chief of staff at the Social Security Administration and director of the Baltimore City Department of Social Services. In these roles, she led high-profile initiatives aimed at improving service delivery and reducing bureaucratic barriers for vulnerable populations.
Rodgers's contributions to public service have been widely recognized. She was named one of Maryland's Top 100 Women by The Daily Record in 2022 and has received numerous awards for her leadership in public administration.
Rodgers holds a Master of Public Administration from the University of Baltimore, is a Fellow in the National Academy of Public Administration, and has completed executive training at Harvard University's Kennedy School of Government. She has been a featured speaker and panelist at numerous national and local conferences, where she has shared her expertise in leadership, government efficiency, and public policy development.
Rodgers is also a graduate of the National Forum of Public Administrators NFBPA Executive Leadership Institute. She currently is the president-elect of the NFBPA National Board of Directors.
