Graduate Programs
We offer several degree programs and certificates to help you reach your goals.
Criminal justice professionals, including law enforcement officers, play a crucial
role in protecting communities. They respond to emergencies, investigate crimes, and
work to prevent future offenses. The School of Criminal Justice offers the following
programs and certificates.

M.S. in Criminal Justice | In this 33-credit Master of Science program you'll prepare yourself to analyze
21st-century problems in crime and criminal justice practices and draw on evidence-based
solutions to guide policy decision-making.
M.S. in Cyber Forensics | The 30-credit M.S. in Cyber Forensics program prepares you to excel in a rapidly changing field
as you become an expert in investigating criminal activity involving computer and
digital information systems, recovery and analysis of data, preservation of evidence
and understanding the law. The program is designed for professionals who want to become
expert at managing advanced technological resources to combat cyber threats and related

Public Safety Leadership Certificate | A 12-credit certificate, the Public Safety Leadership Certificate is specifically designed for public safety professionals who want to develop their
leadership knowledge and skills. Fully online certificate.
Trauma-Informed Certificate | The University of Baltimore’s Trauma-Informed Certificate is the only certificate program of its kind designed specifically for criminal justice
professionals. This post-baccalaureate certificate is ideal for you if you currently work or plan
to work in the criminal justice field.
Health and Human Services Programs
Today, we recognize that health isn't solely determined by medical care. Factors like
poverty, housing instability, food insecurity, and lack of access to education significantly
impact well-being. Health and human services professionals work directly to address
these "social determinants of health," bridging the gap between health care and social
support. The School of of Health and Human Services offers the following programs
and certificates to train the next generation of professionals.
M.S. in Health Administration | The Masters of Science in Health Administration program furthers the professional
skills of current and future senior health system managers in the efficient and effective
management of local, state and national health care organizations.
M.S. in Human Services Administration | This 36-credit joint Master of Science program with Coppin State University is
the only one of its kind in Maryland. Grow the skills and knowledge necessary to enhance
quality of life for individuals, couples, families, groups and communities.
Certificate in Health Systems Management | The 12-Credit, graduate certificate in Health Systems Management is ideal for you if you're interested in qualifying for entry-level management positions
in health services organizations, or if you're a clinical health services professional
looking to transition into a management position.
Certificate in Human Services Administration | The 12-credit graduate certificate in Human Services Administration is designed to strengthen the qualifications and marketability of established human
services professionals who do not possess a graduate degree but have a B.A./B.S. degree
and many years of practical experience.
Public and International Affairs Programs
Civil servants are the backbone of effective governance. They ensure that essential
public services, such as health care, education, and infrastructure, are delivered
efficiently and equitably. International affairs professionals play a vital role in
maintaining diplomatic relations, resolving conflicts, and promoting international
cooperation. To that end, the School of Public and International Affairs offers the

Doctor of Public Administration | The 48-credit Doctor of Public Administration (DPA)program at The University of Baltimore is designed for working professionals who are
passionate about making a difference in their organizations and communities.
Master of Public Administration | Public administrators in government and nonprofit organizations must keep reinventing
themselves to meet the new challenges of a changing society; our36 to 39-credit* Master of Public Administration program trains you to do just that.
(*The 3-credit internship requirement may be waived by the program director for those
with pertinent experience.)
Fully Online Program | One of only 23 NASPAA-accredited online programs in the nation, our online MPA allows
you to earn a Master of Public Administration degree from anywhere in the world, without ever stepping foot on campus.
J.D./MPA Dual Degree | Earn your J.D. and your Master of Public Administration with 18-21 fewer credits
than would be required to earn the two degrees independently.
M.A. in Global Affairs and Human Security | Today, there is less separation between local and global than ever before. Prepare
yourself to solve global issues that have major local implications with this 36-credit
graduate program.

M.S. in Negotiations and Conflict Management | In this 36-credit Master of Science program—the first-ever program in Maryland—integrates a range of
interdisciplinary perspectives to give a broad understanding of what conflict is,
why it happens and how to resolve it. THis program is available on the UBalt campus
and fully online.
M.S. in Nonprofit Management and Social Entrepreneurship (offered jointly by the College of Public Affairs and Merrick School of Business)
| As nonprofit organizations fill an ever-increasing societal need by providing services
in areas spanning health care, education, workforce development and support for disadvantaged
populations, a new generation of nonprofit managers is in high demand. This 36-credit program goes head-on with the challenges that nonprofit organizations face.
Certificate in Diversity, Equity and Inclusion | The 12-credit graduate certificate in Diversity, Equity and Inclusion (DEI) is designed for students seeking a broad focus on DEI, both in employee matters
as well as in the policies and programs provided by government and nonprofit organizations
serving the public. A fully online certificate.
Certificate in Essential Conflict Resolution | The 12-credit graduate certificate in Essential Conflict Resolution is designed for working professionals in various industries and sectors who wish
to develop or increase their negotiation, conflict analysis, and conflict management/resolution
knowledge and competencies in ways that will enhance their qualifications and career
advancement prospects. A fully online certificate.
Certificate in Global Engagement | The 12-credit graduate certificate in Global Engagement serves to provide a link for students to develop the necessary skills and problem-solving
lenses to address local and global matters. A fully online certificate.
Certificate in Nonprofit Leadership | The 12-credit graduate certificate in Nonprofit Leadership is designed to strengthen the qualifications and marketability of nonprofit leaders
who do not have a nonprofit-focused graduate degree, but do have an undergraduate
degree and practical industry experience. A fully online certificate.
