Economic Analyst Richard Clinch Sees Viability in Baltimore County Housing

Richard Clinch, executive director of the Jacob France Institute at The University of Baltimore, tells The Baltimore Banner that a major Baltimore County housing development known as Greenfields provides a guide for how the county can support market-rate and higher-end housing at a scale that is sustainable from a funding perspective.
"This is what counties should be promoting," Clinch said about Greenleigh, a mixed-use development in Middle River on the eastern side of the county. "This is needed to keep people in Maryland and create opportunity."
Baltimore County, like so many communities across the country, is experiencing a housing shortage—as well as a changing reality where more people, working from home or supporting expanded families, are demanding amenities like stores and restaurants within walking distance.
The location, residents tell the Banner, offers green space, proximity to schools, and other elements that point to a post-suburban mindset.
"This is newer, higher-quality development located in a good location," Clinch says. "That is what is selling and attractive nationally."
