University of Baltimore Names Tiwana Barnes as Title IX Coordinator, Director of DEI

Tiwana Barnes, former associate director of compliance for human resources at Northern Virginia Community College in Fairfax, Va., has been named coordinator of Title IX matters and director of diversity, equity and inclusion (DEI) efforts for The University of Baltimore. Barnes will lead UBalt's work in compliance with federal Title IX regulations and Title IX cases, and support the institution in a variety of DEI initiatives.
Barnes brings to UBalt significant experience in the handling of matters pertaining to DEI on a university campus, including community outreach, program management, training, public information, and employee relations. Before joining NVCC in 2021, where she managed that institution's HR compliance team, ensured adherence to federal equality and disabilities law, and oversaw specific discrimination cases involving employees, Barnes served as an adjunct professor, equal opportunity investigator, and diversity specialist and trainer for the Honors College at George Mason University, also in Fairfax.
From 2016-18, Barnes served as Title IX coordinator for Humboldt State University in Arcata, Cal. In that role, she led DEI training for the president and leadership team, and investigated Title IX complaints for students, faculty and staff. For two years prior to that, she served as executive administrator to the town manager for the Town of Dumfries, Va. Barnes also served as an Equal Employment Opportunity and diversity specialist for the New York City Department of Education in Brooklyn, N.Y., from 2013-15.
Barnes earned a J.D. from the Touro College of Law, New York, N.Y., and a B.A. in Psychology from New York University. She holds a Mediation Certificate from Hofstra University School of Law, and is a member of several professional organizations.
