The 48-credit DPA program requires:

  • 21 credits in core courses
  • 6 credits in advanced methodology
  • 9 credits in a field of specialization
  • 12 credits in public scholarship research.

An academic writing sample or GRE General test scores is required for admission.

Admission Information

The DPA program has rolling admission, but for best consideration we recommend that you submit your completed application by:

  • July 1 to be considered for fall admission
  • Dec. 1 to be considered for spring admission.

Admission will be offered depending on availability of space, strength of your credentials and sufficiency of time for processing.

Applicants to the DPA program should have the following qualifications:

  • a bachelor's degree from a regionally accredited college or university
  • a master's degree, from a regionally accredited college or university, in public administration, public affairs, policy analysis, public health or nonprofit management
    OR
    if your master's degree is not in one of these fields, at least five years of significant public management or related work experience. You may be required to complete additional coursework in public administration prior to enrolling in doctoral-level coursework.
  • Additional criteria may apply; see the UBalt Graduate Catalog for further information. 
  • Let us know when you are ready to earn your master's degree by applying to the program. Our online application will only take you a few minutes to complete. Before you submit the application, you’ll be asked to use your credit card or bank account to pay the $50 application fee.
  • A Statement of Personal Interest can be submitted electronically as part of the online application.
  • Insider tips: The earlier you apply and submit a completed application, the faster you’ll receive an admission decision. Each one of your supporting admission documents may be sent individually. Your admission portal will keep track of what the UBalt Admission team has received.
    • When you attend an information session or discuss your application with an Admission counselor be sure to get your application fee waiver code and save yourself $50.
  • Have three professors or employers submit a letter of recommendation on your behalf; it should be sent in a sealed envelope with a signatures across the sealed portion
We will consider GRE General Test scores OR an academic writing sample.
  • If you choose to submit your GRE score, please have it sent directly from the testing agency; UBalt's code is 5810. Your scores should be no more than five years old. If you have taken the GMAT but not the GRE, those scores may be substituted.
  • If you choose to submit an academic writing sample, please submit it with your other application materials. Your sample should demonstrate your writing abilities and critical thinking skills.
  • Official transcript(s). Request that an official transcript of all prior college or university work (including graduate courses, if applicable) be sent directly from each institution attended; electronic transcripts sent to documents@ubalt.edu are encouraged.
